In my opinion, Learning good CSS template might be a good way to learn HTML and CSS.
These 3 Free CSS Template Download websites are pretty good. I used to download template from one of the them. Here I share them to all the classmates. Hopefully, they are useful at least give you some idea about designing good layout website.

you'r 100% right , its the best way to learn, you read books or articles
but when it comes to practice, with the template you have it all there, if you change something you can see the effect .
